    fix(ci): reserve the pipeline pod once, not once per step

    Tekton sizes the pipeline pod from the SUM of every step's request, and the
    steps run one at a time. A request on the stepTemplate is inherited by every
    step, so the pod reserved several times what it ever used and stopped
    fitting on a node - TaskRuns were failing with ExceededNodeResources and
    then timing out after an hour.

    The stepTemplate request is zeroed rather than removed: Kubernetes copies
    limits into requests when requests are absent, which would have reserved
    more. Limits stay explicit so a runaway step is still capped, and the
    heaviest step keeps the single reservation the build actually needs.
