Add POST /api/asset/operators/provision (auth='api_key') to get-or-create the res.partner (keyed by ref = the Thor user id) and a res.users in group_asset_rider, idempotent and replay-safe for Kafka's at-least-once delivery, adopting a company-less partner rather than duplicating it. Reuses ensure_operator_users from scripts/provision_operator_teams.py unmodified for the user leg so the endpoint and the one-time backfill script share one implementation and one test suite.
