    feat: replace TimescaleDB with native PG partitioning

    - Replace create_hypertable() with PARTITION BY RANGE (timestamp)
    - Replace time_bucket() with date_trunc() in materialized views
    - Replace TimescaleDB retention policy with pg_cron partition management
    - Add create_iot_monthly_partition() and drop_iot_old_partitions() SQL functions
    - Add migration to convert existing hypertables to partitioned tables
    - Update docker-compose to use standard postgres:17-alpine
    - Apply same changes to both fleet_management and asset_management

    This removes the TimescaleDB extension dependency, enabling the IoT
    database to run on standard PostgreSQL (including AWS RDS) without
    any application code changes to INSERT/SELECT queries.
