    feat(iot-consumer): publish processed telemetry to deadpool.iot.telemetry topic

    After successful Bifrost store_iot_data call, publish the complete telemetry
    response (which includes vehicle_id) to the deadpool.iot.telemetry Kafka topic.
    Flash's WebSocket server consumes this topic to broadcast real-time updates
    to authorized browser clients.

    Publishing happens AFTER Bifrost (not in parallel) because:
    - Bifrost response contains vehicle_id needed for WebSocket authorization
    - Delta protocols (Wasp/Terra) require Bifrost to reconstruct complete state

    Non-fatal: telemetry publish failures are logged but never block IoT data storage.
