    fix(tcp): add connect timeout, TCP keepalive, and read timeout on Traccar proxy

    GT06 devices stopped showing in Traccar due to EADDRNOTAVAIL (os error 99)
    caused by stale/leaked TCP connections to Traccar accumulating without cleanup.

    - Add 5s connect timeout on TcpStream::connect to Traccar
    - Set TCP keepalive (30s interval) via socket2 to detect dead connections
    - Add 60s read timeout on response handler to close stale proxy connections
    - Dead connections now auto-cleanup and reconnect on next device message
