    chore(preview): ephemeral storage for preview kafka

    Preview envs are throwaway — persistent volumes waste Azure disk attach
    slots (8/node max on default pool). Switch preview kafka controller +
    broker to type: ephemeral so Strimzi uses emptyDir instead of
    provisioning PVCs.

    Zero PVCs created for preview kafka → 2 disk slots saved per preview.
    Supersedes any prior deleteClaim: true fix (no claim == no delete).

    Precedent: greencapitaltrade/mcu#3474 made staging kafka ephemeral.
