    ci: tolerate default pool's PreferNoSchedule stateful taint

    Same fix as bifrost#163. Default pool nodes carry
    workload=stateful:PreferNoSchedule which biases stateful workloads
    onto default. Without the matching toleration, the scheduler
    penalises default as a placement option for builds, routing them to
    spot instead — where they get killed by spot reclaims.

      - Add workload=stateful:PreferNoSchedule toleration to PR + release
        pipelines.
      - Combined with the existing priority NotIn [spot] affinity, builds
        now actually land on non-spot.
