    fix: fallback to default rule set when user has no explicit assignment

    awardPoints, getRedeemRate, and redeemPoints all returned null when
    the user had no point_rule_set_users entry. Now falls back to the
    rule set with is_default=true, so all users can earn/redeem coins.
